Assessment of consumers’ knowledge, attitude and perception of the impact of the COVID-19 pandemic on household food security in Caribbean Small Island Developing States

<sec><title>Introduction</title><p>The COVID-19 pandemic and recent international crises including the Russia-Ukraine conflict have resulted in significant disruptions along multiple segments of the Caribbean’s agri-food system, thus compromising regional food security. These impacts are still ongoing with the potential to worsen. The aim of this study was to investigate the influence of sociodemographic factors on consumers’ knowledge of food security along with their attitude, and perception towards the impact of the COVID-19 pandemic on household food security in the Caribbean Small Island Developing States.</p></sec><sec><title>Method</title><p>A cross-sectional on-line survey was conducted between January 1 and November 30, 2021. The sampled population included consumers from nine Caribbean countries (Trinidad and Tobago, Barbados, Jamaica, Antigua and Barbuda, Dominica, Grenada, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines). Survey data were analyzed using Chi-square, one way analysis of variance, and univariate logistic regression.</p></sec><sec><title>Results and discussion</title><p>A total of 237 consumers participated in the survey. Consumers were generally knowledgeable about food security and had favorable attitudes and perceptions of the impact of the COVID-19 pandemic on household food security. Significant associations (<italic>p</italic>&lt;0.05) and significant differences (<italic>p</italic>&lt;0.05) were obtained for consumers’ knowledge, attitude and perception among the sociodemographic variables assessed. The results suggest that there were different levels of vulnerability to food insecurity associated with the COVID-19 pandemic, particularly among economically vulnerable households. Policies that support disadvantaged households and ensure adequate employment opportunities are important to support Caribbean consumers throughout and post the COVID-19 pandemic recovery.</p></sec>

Islands at Risk - Analyzing Resource-use Dynamics from a Socio-metabolic Research Perspective

Our resource-use dynamics have contributed significantly to the improvement in global material standards of living through the provisioning of essential societal services. Nonetheless, these dynamics have also impacted on the already limited natural resource-base of the Earth system on which we depend. Moreover, the characteristics of a global self-perpetuating resource-use linearity, the growing demand for finite raw materials, the high waste generation that remains unrecovered, and the increasing negative effects of climate change further exacerbate the Earth system’s vulnerabilities and exposure to risks. As such, the resource-use dynamics is posited as an important example of complex systems in need for better understanding, particularly in advancing towards sustainability and build system’s resilience. For resource-stressed settings like small island nations, the analysis of these complex systems is not only crucial, but urgent. Small Island Developing States are often characterized by sustainability challenges like limited resource-bases, reduced waste absorption capacity, a strong dependency on external resources to meet their basic needs, geographic isolation from markets which impact connectivity and resource supply, and natural and built environment that is progressively been threatened by the negative effects of climate change, which amplify the pre-existing vulnerabilities and risks for these territories. Thus, dealing with sustainability would require a deeper understanding of the interactions and trade-offs between the resource-use dynamics and the influences that internal/external factors like climate change have over these. By doing so, the system will have the ability to both contribute to global environment change, but also determine their own vulnerability or resilience to those changes. This thesis analyzes resource-use dynamics from a socio-metabolic research perspective in the context of small islands to enhance resource security and build system’s resilience, by looking into the way in which natural resources are interconnected, influenced, and managed. The analysis is spread across three main empirical Chapters, each of which contribute to advancing the arguments that arise from this work. First, in Chapter 3, the thesis analyzes the shifting resource-baselines of water, energy, and food, emphasizing the intra- and interconnected nature between essential resources and socio-metabolic risk, which builds the foundations for deeper analysis on current and future sustainability in small islands. Then, in Chapter 4, the thesis analyzes and identifies the size and make-up of material and energy flows specific to an individual case study, bringing important quantitative and qualitative insights on the potentials that reconfigured resource-use patterns may offer to minimizing or reducing socio-metabolic risk in small islands. Next, in Chapter 5, the thesis analyzes the role that critical material stocks play in driving resource-use and in furthering sustainable development, emphasizing climate change adaptation strategies to build system’s resilience. The overall framework of this thesis has demonstrated how a better understanding of resource-use dynamics may offer an opportunity to achieve resource security and self-reliance as a resilience building measure in the island context. Finally, this thesis encourages for the development and application of holistic and long-term resource management strategies through inclusive, climate and nature-based solutions that consider the trade-offs and synergies between different resource-use dynamics.

Proposed solutions for marine debris in the Windward Islands- perspectives from key policy makers and policy influencers

With the rise of regionalization and globalized approaches to dealing with the associated sources and impacts of marine debris, it is often a challenge to properly capture the unique context and special needs of small island developing states (SIDS) worldwide. In the SIDS context, locals’ perspectives should have a voice in scientific research, as well as in devising potential solutions, at all and different scales. With the view to tailor solutions for the prevention, reduction and mitigation of marine debris, this research explores the professional opinion of local knowledge holders including policy makers from government organizations (GOs) and key policy influencers in non-governmental organizations (NGOs) in the five English-Speaking Windward Islands of the Eastern Caribbean. To achieve that objective, surveys were conducted with these two groups in Barbados, Dominica, Grenada, St. Lucia and St. Vincent and the Grenadines. On the causes of the debris problem, the survey revealed that the lack of a proper waste management systems on islands, recycling limitations and inappropriate disposal behaviors of the population are generally thought to be the main contributory factors to the accelerating problem of marine debris. Further, phenomena such as Sargassum influxes, sea level rise and extreme weather events exacerbate the problem including most especially tropical storms and hurricanes. On the recommended solutions, over eighty percent of the participants identified monitoring and policing services as a main constraint that prohibits sound coastal and marine litter handling. Ninety-five percent identified establishing feasible recycling systems and sixty-seven percent identified changing social behaviors (including a combination of product and consumer literacy, disposal habits, compliance with laws and regulations) as national priorities for enabling on-the-ground actions for better coastal and marine litter prevention and reduction going forward. These findings reinforce recently published work which indicates the need for effective solid waste management systems in the Eastern Caribbean for cleaner and healthier oceans. An additional recommendation was proposed to address a major source of the marine litter problem- upstream producers. Furthermore, given the natural events component, this research proposes incorporating the Sendai Framework for disaster risk reduction in future proposed mitigation measures with a view to building the resilience of SIDS and local communities in combating the impacts of marine debris.

Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries (StewardFish)

The Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small Scale Fisheries ( StewardFish ) project recognized that there were a number of challenges hindering the engagement of fisherfolk and their organizations in the sustainable management of fisheries in the Caribbean region, including limited capacity of fisherfolk organizations to participate effectively in fisheries governance; insufficient capacity and knowledge of ecosystem stewardship practices for fisheries sustainability among fisherfolk ; inadequate public awareness of ecosystem approaches to support best practices and ensure compliance; inadequate documentation of successful experiences and practices for sustainable fisheries livelihood strategies; and inadequate management and collaboration mechanisms to support fisherfolk leaders in monitoring and evaluating projects. In addressing these constraints, the project supported the implementation of the ten year Strategic Action Programme (SAP) for the Sustainable Management of the Shared Living Marine Resources of the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+) in Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, and Saint Vincent and the Grenadines by empowering fisherfolk throughout fisheries value chains to engage in resource management, decision making processes and sustainable livelihoods, with strengthened institutional support at all levels.

Small Island Developing States in a post-pandemic world: Challenges and opportunities for climate action

Small Island Developing States (SIDS) have been impacted by and responded to COVID-19 in ways that give us clues about vulnerabilities under climate change, as well as pathways to resilience. Here, we reflect on some of these experiences drawing on case study examples from the Caribbean, Pacific, and Indian Ocean SIDS, exploring how SIDS have responded to COVID-19 and considering the potential for coping mechanisms enacted for the pandemic to support long-term resilience to climate change. Island responses to the pandemic highlight both new directions, like tourist schemes that capitalize on the rise of remote working in Barbados and Mauritius, and reliance on tried and tested coping mechanisms, like bartering in Fiji. Some of the actions undertaken to respond to the pressures of the pandemic, such as visa schemes promoting “digital nomadism” and efforts to grow domestic food production, have climate resilience and equity dimensions that must be unpacked if their potential to contribute to more sustainable island futures is to be realized. Importantly, the diversity of contexts and experiences described here illustrates that there is no single “best” pathway to climate-resilient post-pandemic futures for SIDS. While the emerging rhetoric of COVID-19 recovery often speaks of “roadmaps,” we argue that the journey towards a climate-resilient COVID-19 recovery for SIDS is likely to involve detours, as solutions emerge through innovation and experiment, and knowledge-sharing across the wider SIDS community. Climate Change Adaptation on Small Island States: An Assessment of Limits and Constraints

Small Island States (SIDS) are among the nations most exposed to climate change (CC) and are characterised by a high degree of vulnerability. Their unique nature means there is a need for more studies focused on the limits to CC adaptation on such fragile nations, particularly regarding their problems and constraints. This paper addressed a perceived need for research into the limitations of adaptation on SIDS, focusing on the many unique restrictions. To this end, the study identified and described the adaptation limits they have by using a review of the literature and an analysis of case studies from a sample of five SIDS in the Caribbean and Pacific regions (Barbados, Trinidad and Tobago, Cook Islands, Fiji, Solomon Islands and Tonga). This research’s findings showed that an adaptable SIDS is characterised by awareness of various values, appreciation and understanding of a diversity of impacts and vulnerabilities, and acceptance of certain losses through change. The implications of this paper are two-fold. It explains why island nations continue to suffer from the impacts of CC and suggest some of the means via which adequate policies may support SIDS in their efforts to cope with the threats associated with a changing climate. This study concluded that, despite the technological and ecological limits (hard limits) affecting natural systems, adaptation to CC is limited by such complex forces and societal factors (soft limits) that more adequate adaptation strategies could overcome.

Developing climate services for Caribbean tourism: a comparative analysis of climate push and pull influences using climate indices

Climate indices have a long history of use to combine multi-faceted climate information for tourism resource evaluation. Traditionally, indices have been used to assess tourists’ sensitivity to destination climatic pull factors, not tourists’ sensitivity to source market climate as a push factor for seasonality-driven markets. This study addresses this gap by using tourism climate indices to assess the influence of climatic push and pull factors for seasonal fluctuations in arrivals to Antigua and Barbuda, Barbados, and Saint Lucia, from the province of Ontario, Canada (from January 2008 to December 2017). Building on the conceptual foundation of the Holiday Climate Index:Beach (HCI:Beach), this study uses an optimization algorithm to develop two indices: (1) an optimized in-situ index that estimates the climatic pull-factor of the destination, and (2) an optimized ex-situ index that estimates the climatic push-factor from the source market. Findings reveal the optimized ex-situ (push) index explains 83% (R2 = 0.830) of the variability in total monthly arrivals from Ontario and has greater predictive accuracy than the in-situ (pull) index. The research advances understanding of climatic influences on Caribbean tourism arrivals and provides the foundation for new seasonal forecast-based Climate Services (CS) for destination managers and marketers.

How big is circular economy potential on Caribbean islands considering e-waste?

While excessive use of electronics and the resulting e-waste is a global problem, the situation is even more acute on small islands as bounded systems and the enormous costs associated with shipping it elsewhere. Dumping e-waste on islands can cause pollution of ground and surface water and degradation of coastal and marine resources. Yet, research that supports island governments to deal with their e-waste is scarce. This paper explores the viability of a circular economy (CE) and asks whether this could be a promising solution for islands to tackle their e-waste challenge. In pursuit of this aim, the CE potential of e-waste is analyzed on five Caribbean islands: Aruba, Barbados, Grenada, Jamaica, and Trinidad and Tobago. The resource quantity of e-waste generated between 2020 and 2025 is estimated, and the economic value is assessed for the embedded materials. Using sensitivity analyses, three scenarios of exploitable e-waste and their potential economic values were calculated, considering the recovery of 20%, 50%, or 100% of e-waste stocked on the islands between 2001 and 2019. Expert interviews were conducted to identify existing e-waste management practices, if any. The results reveal that more than 317.4 kt of secondary materials would be available for recovery, comprising a significant amount of base and precious metals, such as aluminum, copper, silver, gold, and palladium. The estimated economic value of these materials is estimated to be more than $546 million. However, according to the sensitivity analysis, if these islands had started the recovery of resources in early 2001, this value would almost triple to $1,430 million - equivalent to nearly 30% of the total gross domestic product (GDP) from mining and quarrying in the entire Caribbean community, from just these five islands. Due to economies of scale that limit smaller nations, regional co-operations and initiating industrial symbiosis would be essential for desirous islands to shift to a CE. CE can support resource self-sufficiency on islands and bring several social, environmental, and economic benefits. This research is the first to provide an island-specific perspective to help decision-makers manage e-waste flows by including participatory CE implementation methods.

Global to small island; a cross-scale foresight scenario exercise

Purpose The use of socio-economic scenarios in small island developing states (SIDS) when assessing, and planning for, the impacts of global changes on national socioeconomic and environmental systems is still in its infancy. The research conducts a cross-scale foresight scenario exercise to produce regional scenarios and national storylines for Caribbean islands that are of “partial” consistency to the shared socioeconomic pathways (SSPs) and representative concentration pathways (RCPs) and shows how future socioeconomic and climatic changes can be applied to inform natural resource management decisions. Design/methodology/approach To develop the scenarios, the study uses a three-staged linking process using mixed methods to “triangulate” each technique to compensate for weaknesses of one method by introducing a complementary method at each stage. A participatory-expert stepwise approach with feedback loops is used and complemented with a climate sensitive tourism water demand model. Findings Four regional exploratory socio-economic scenarios were constructed that are partially consistent with global scenarios. In addition, national storylines for four island states were developed based on the regional scenarios. Using RCP 4.5 hotel water demand in Barbados is estimated under three of the regional scenarios based on compatibility. The results indicate there is a 17% difference between the highest and lowest estimated water demand, indicating the effect of varying socio-economic conditions on water demand. Originality/value The paper contributes to the literature by presenting regional socio-economic scenarios, specifically for SIDS, that are partially consistent with both global climatic RCPs and SSPs using a cross-scale approach. The scenarios are then used to demonstrate how future socio-economic pathways impact on freshwater demand.

Climate change implications for water resource management in Caribbean tourism

Purpose – The purpose of this paper is to examine the climate change implications for both rainfall and saline intrusion in ground water, which could directly threaten both the tourism industry and other local livelihoods in the Caribbean. Water shortages will be particularly critical in the locations that are already water‐stressed; at or near the limits of their available supplies. Design/methodology/approach – The paper focuses on Barbados as the island exhibits four critical factors that make it particularly sensitive and potentially vulnerable to water shortages. Barbados is relatively small and flat, and has limited water flow. Second, it is the most densely populated country in the Caribbean. Third, the economy is primarily driven by tourism, and has prospered as a result; Fourth, Barbados is characterized as “absolute water scarce” on the Falkenmark scale because of a per capita availability of freshwater per year of less than 500 cubic meters. Findings – The paper observes that Barbados has a water availability of just 306 cubic metres per capita per year, which makes Barbados the 15th most water‐scarce nation in the world. Thus, Barbados is critically dependent on a water‐intensive industry, has limited options to expand the supply of the key resource, and now finds that the availability of this key resource might decline in future as a result of climate change. Originality/value – The paper provides data, case studies and analysis to demonstrate the significant threat to tourism from water shortages relating to climate change.
